Subscription for FLPNWC in HCP accounts

Hello,

I work on HCP on a customer tenant where I created 3 accounts (DEV, QAS, PRD). The original account is PRD where I have the Fiori Launchpad subscription (flpnwc).

I can't find Fiori Launchpad subscription in other accounts, does anyone knows if it's normal ? Is it a bug ? Is there a way to add it ?

I know that I can test my apps in web ide in dev and qas environnement but a Launchpad would make functionnal tests easier.
